František Korbel specialises in public administration, administrative and constitutional law, construction law, legislation, right to information, and IT law.

Prior to joining our law firm he established and was a partner at the successful law firm Korbel, Tuháček & Partners. Prior to that, he worked in local government. He started his career as a lawyer in the asset management department of Tábor Town Council and then served three office terms as a local government deputy and two terms as a city council member.

From 2006 he worked in public administration, firstly as a vice-chairman of the Legislative Council of the Czech Government and between 2007 and 2013 as a deputy to Justice Ministers Jiří Pospíšil, Pavel Blažek and Marie Benešová. At the Ministry of Justice, he managed the private law recodification project. In 2009–2010 he was the Deputy Minister of the Environment.

In 2009 he became a lecturer at the Department of Administrative Law and Administrative Science at the Faculty of Law of the University of West Bohemia in Plzeň. Since 2011 he has held the same position at the Faculty of Law of Charles University in Prague, leading a seminar on the right to information and a legislation course. He is a lecturer at the Judicial Academy. He publishes and lectures on civil and administrative law, information technologies, and legislation. František is a co-author of the large commentary to the new Civil Code, published by Leges, and popular comparison tables showing changes between the former and the new private legislation. He manages the firm’s training ACADEMY.

  • leading, as a Deputy Minister of Justice, the project of implementation of a new private law, securing the publicity of the effects of the new Civil Code and education and in the judicial and public administration sectors
  • leading, as a Deputy Minister of Justice, a digitalisation project in the judicial sector; implementing the insolvency register, electronic payment orders, the InfoSoud, InfoJednání and InfoData, applications the electronic notice board, data boxes, main registers, publication of the case law of courts of lower instances, automatic voice transcription, the new commercial register and the electronic originals of court files in pilot projects (CEPR, enforcement)
  • evaluating, as a vice-chairman of the Legislative Council of the Czech Government, hundreds of other acts submitted by public administration central bodies between 2006 and 2013
  • from 2018 to 2020 the head of a team of authors of the Czech Chamber of Commerce for the preparation of public construction law recodification
