Libor Novák specialises in public procurement law and related public law areas such as general administrative law, infraction law, and corporate criminal liability. Libor also focuses on corporate compliance issues, especially for public institutions and organisations. However, he has also advised on general contract law (e.g., on issues of abuse of law and breach of good morals).

In the field of public procurement, Libor has extensive experience in addressing objections and defending contracting authorities before the Office for the Protection of Competition and administrative courts. He has been involved, inter alia, in the public procurement of the design preparation of structures evaluated using the Best Value Approach method and complex infrastructure projects in the transport sector.

Libor has gained experience in compliance issues in setting the rules of codes of ethics for public administration employees and contractors for ministries and state organizations; and in adjusting their internal environment (from a methodological and organizational viewpoint) in order to obtain ISO 37001 (Anti-Bribery) or ISO 37301 (Compliance Management System) certification. He has also participated in follow-up internal investigations of compliance incidents.

Libor worked at HAVEL & PARTNERS from 2010 to 2014 as a trainee during his studies and then as a legal assistant. He subsequently moved to the public sector at the Ministry of Education, where he audited public contracts co-financed by subsidy programmes, and then to Správa železnic, where he held several in-house positions and last served as Head of the Legal Department in the Purchasing and Public Procurement Department. Libor returned to our law firm in 2021.

In the academic field, he previously taught legal subjects for the Faculty of Economics and Administration at Masaryk University, and currently teaches at the private University of Economics and Management in Prague. Libor has authored or co-authored over two dozen professional publications.
